Whom to contact about this application lifecycle. Suddenly the application is marked as phaseout without any notification, and there is no one to contact.

Most probably you meant to ask your question internally within your company, since nobody here will be able to tell why a specific application was set to phase out in your company.
As a hint to find the person who set the phase-out date, you can go to the Log tab. If you scroll down far enough, you will find the phase-out entry somewhere.
