How handle feature applications in relation til licens

As a large public organisation we have several innitiativ & tenders for changeing the Application & IT-map.
If we are working i 10 diffrent tenders with about 30 diffrerent suppliers and their applicationens. How do we handle the LeanIX Applications licens model, as we dont what to pay for Applications that are not in production.
One way is just to keep those possible applications in Initiativ-factsheet and build relations from there.
