100% completion and seal approval do not necessarily mean the same thing. Although LeanIX provides some guidance on this, it’s up to your organization to define what each means.
Quick fix -->
If this is critical for you, you can create some fields that, with some automations or a calculated field, will be updated/filled when the tags are filled, which will contribute to your completeness score. You can also hide these fields so users won’t see them, but the tags will count towards the completion rate through this "trick."

However, in my opinion, defining 100% completion as equal to approval is redundant if they mean the same thing. Users can see which fields are mandatory on the sidebar anyway, and you can also inform them about this.
Since, as I understand, the goal here is approval, why bother solving this? You can set mandatory fields for approval.
