subscription required on fact sheet creation

We have set up the Business Owner subscription to be required when creating a new application fact sheet but I want it to be optional and no longer required. Only the Application Owner should be required. When I go to change this, the "Mandatory" check box is greyed out and it says "This can only be changed in self-configuration". How do I change this so it's no longer required when creating a new fact sheet?

you just can modify it in the Metamodel (unfortunately for every factsheet type):
Go to Metamodel, select one of the factsheet type e.g. Application. Go to the quality seal tab, scroll down and remove the busines Owner by clicking the x:
 

You have to repeat that for each factsheet type in your screenshot.
