I would like to allow our MEMBERS to import and export data as Excel but can’t find where to configure this. Any help would be appreciated!

You can configure this per Factsheettype.
Ig you go to administration > Metamodel Configuration and you open a factsheet you have the "tab" Permissions.
There you can select "Permission Role" and then select the checkboxes for allowing them to import and export.
